Cybercafés in Kenya to install CCTVs, collect customers’ IDs under proposed rules

The Communication Authority (CA) of Kenya has put forth new licensing regulations for cybercafés. These rules mandate the collection of detailed user information, installation of CCTV systems, and implementation of login software on all devices. The proposal aims to address the challenges posed by the increasing number of cybercafés operating outside the current regulatory framework.

The resurgence of cybercafés in Kenya is attributed to the demand for internet services due to the online shift of government services and the introduction of a new education system. Despite the accessibility of government platforms through mobile phones, many individuals still rely on cybercafés for assistance in completing online forms and applications.

Cybercafés remain popular in low-income and rural areas where internet penetration is relatively low. They serve as essential access points for government services and learning opportunities for Kenyans. With a 40.8% internet penetration rate in Kenya, millions of individuals, especially in rural regions, lack online access.

The CA plans to review the unified licensing framework to provide clearer guidelines on licensing categories. This move seeks to ensure better regulatory oversight of cybercafés and align them with the evolving technological landscape in Kenya.
