FIFA recently announced the implementation of an interim regulatory framework concerning player transfers in response to a ruling by the European Court of Justice. This update to Article 17 of FIFA’s regulations aims to provide clarity and stability during registration periods while maintaining consistent rules globally. The decision follows a case involving Lassana Diarra, a former France midfielder, dating back to 2014 when Lokomotiv Moscow terminated his contract. FIFA’s previous regulations were found to be incompatible with EU laws on freedom of movement, leading to the need for these interim changes. The new framework addresses various aspects such as compensation for breach of contract and proceedings before the Football Tribunal. These regulations take immediate effect but will not impact ongoing discussions for long-term reforms in the player registration and transfer system.
