The upcoming debate in the House of Representatives will focus on a bill aimed at establishing a sustainable funding source for the National Youth Service Corps (NYSC) to enhance the training and empowerment of corps members. Known as “The NYSC Trust Fund (Establishment) Bill 2024,” this legislation is sponsored by a lawmaker representing Nasarawa/Toro Federal Constituency of Nasarawa State.
The bill’s primary goal is to create a legal structure for managing a special intervention fund dedicated to funding NYSC skills acquisition, training, and empowerment initiatives for corps members. It outlines that the Trust Fund will cover all aspects of the NYSC, including personnel, orientation camps, formations, and facilities to enhance their efficiency and performance.
Once established, the Trust Fund will be funded by 0.2% of the total revenue from the Consolidated Revenue Fund, government grants, international aid, donations, investments, and other sources. The allocated funds will be utilized for various purposes such as skills training, personnel development, procurement of resources, and support for new ventures within the NYSC.
The bill also proposes the creation of a Board of Trustees comprising members from different sectors to oversee the administration and disbursement of funds from the Trust Fund. The board will be responsible for approving projects, awarding contracts, identifying funding needs, and ensuring the effective implementation of initiatives to benefit the NYSC and its stakeholders.
