LASPA reaffirms sole authority over Lagos parking regulation

The Lagos State Parking Authority has reaffirmed its statutory mandate as the sole agency responsible for the management and regulation of all forms of parking across Lagos State, dismissing claims of parallel authority by a local government official.

The General Manager, Adebisi Adelabu, made the clarification while responding to what the agency described as an unauthorised communication allegedly issued by a council parking manager.

Adelabu said the letter, “particularly as it was not conveyed on official council letterhead,” is “misleading, invalid, and a clear misrepresentation of the legal framework governing parking operations in Lagos State.”

She stressed that LASPA remained the only government agency legally empowered to oversee parking across the State, noting that its authority was backed by laws enacted by the Lagos State House of Assembly and supported by a collaborative framework involving all 57 local government areas and local council development areas.

Adelabu urged registered car park operators and the public to ignore such communications, warning that “any attempt to intimidate or misdirect duly licensed operators will not be tolerated.”

She added that those responsible for the development should desist or face legal consequences.

Reiterating the agency’s mandate, Adelabu explained that LASPA was established to “streamline parking administration, enhance traffic flow, and deliver efficient, technology-driven parking management” for residents and motorists.

She also dismissed suggestions that local governments retain control over parking operations, describing such claims as “not only inaccurate” but “a direct violation of the extant laws guiding parking regulation in the state.”

According to her, all parking-related agreements and operations must be conducted strictly through LASPA in partnership with certified operators under its regulatory framework.

Adelabu said the actions of the council official amounted to “unlawful interference in a system designed to promote order, transparency, and public convenience,” adding that the agency “will not hesitate to take decisive legal action against any individual or group seeking to undermine or disrupt its legally established authority.”
